BASIC FUNCTIONS AND RESPONSIBILITIES
Under the direction of the Director of Health Department, individual plans, coordinates and manages the budget, accounting and finance operations and services in a manner consistent with the policies and procedures established for the Health Department by the Board of Health; individual is responsible for the supervision of assigned staff.
DUTIES AND RESPONSIBILITIES
- Must be capable of regular and predictable attendance at a specified location in order to perform assigned tasks.
- Plans, coordinates and manages the budget and oversees the accounting and financial operations and services of the Health Department, including program cost analysis, financial reporting, purchasing, accounts payable, accounts receivable, daily cash receipts and expense posting.
- Carries out supervisory responsibilities over support staff in accordance with county policies and applicable laws. Responsibilities include:
- Assisting with interviewing, hiring, and training employees; ensuring completion of mandatory education requirements; planning, assigning, and directing work; job performance evaluations; rewarding and disciplining employees; addressing complaints and resolving problems.
- Actively involved with planning and preparing a budget that aligns with the Health Department strategic plan; providing periodic budgetary analysis and reporting to the Director of Health Department and Board of Health.
- Monitors the budget by categorizing, estimating, recognizing funding and expenditure changes and detecting projected surpluses and deficits throughout the fiscal year.
- Prepares and reconciles financial reports for the Board of Health that promotes a system of transparent fiscal accounting.
- Provides budgetary and cost analysis when necessary for Director of Health Department and the Board of Health.
- Reconciles accounts payable / receivable transactions.
- Prepares cash receipts for processing.
- Oversees the third party billing functions within the clinical electronic health records (EHR) system.
- Prepares and processes grant and contract billings on a regular monthly basis.
- Coordinates and manages the department’s procurement process for capital equipment, material, supplies and services.
- Advises the Director of Health Department and Board of Health on budgetary, financial, administrative and policy matters; and represents the Department at local, regional and state meetings.
- Other duties as assigned.
SUPERVISION RECEIVED
- Supervision is received from the Director of Health Department.
SUPERVISION EXERCISED
- Functional or administrative supervision is exercised over accounting operations and services staff.
QUALIFICATIONS
- Must have one of the following:
- Bachelor’s Degree or Associate Degree in Accounting, Business Administration or related field from an accredited college or university plus minimum of two years of job related experience with accounting, finance and budget functions with government or non-profit organization, or;
- Minimum of five years job-related experience with accounting, finance and budget functions with governmental or non-profit organization is required.
- Must have a valid Iowa driver's license and be insurable under the county's guidelines.
- Proficiency with Microsoft 365 and accounting software is required.
- Knowledge and experience with Electronic Health Records (EHR) system required.
- Knowledge of business and management principles involved in strategic planning, resource allocation and leadership.
- Ability to effectively present information and respond to questions from groups of managers, appropriate governing boards, clients, media and the general public.
- Develop and maintain effective working relationships with co-workers, community agencies, state and local governmental entities, vendors, and the general public.
